Your team:
The Code and Zoning Interpretation Division, headed by the Assistant Commissioner for Code and Zoning Interpretation, consists of two units: The Architecture unit, and the Code and Zoning Interpretation unit (CZI). The CZI Division provides various code and zoning technical support to the borough offices, including specialty units such as Cranes and Derricks, Elevators, Legal Affairs, and the Enforcement team. Through such technical support, the CZI Division help initiate code or zoning changes as necessary to help streamline code and zoning processes and remove barriers.
Your impact:
As the Code & Zoning Specialist, you will work with a team of seasoned engineers, architects, and certified city planners to improve and streamline the processing and adjudication of code and zoning determination requests, while ensuring the promotion of safe, code and zoning complying construction.
Your role:
Reporting to the Director of Code and Zoning Interpretation, the selected individual will engage in critical operations, review high-profile projects, and serve as a key code and zoning expert to the Code & Zoning Interpretation Division and Borough Offices on matters pertaining to the NYC Construction Codes and the NYC Zoning Resolution. The selected candidate must have practical knowledge of the NYC Construction Codes, Multiple Dwelling Law, Housing Maintenance Code, and the NYC Zoning Resolution. The individual must have demonstrated experience in applying code and zoning regulations to building projects in NYC area.
The selected candidate will be responsible for, but not limited to, the following:
Reviewing and analyzing applications for and audits of complex, high profile developments throughout the city, including performing comprehensive code and zoning review to resolve complex and challenging code and zoning issues.
Working with Department of City Planning to review and analyze upcoming Zoning text amendments, and to assist in the implementation process of text amendments.
Working with DOB attorneys to prepare for determination cases, BSA cases and other court cases and serve as a code and zoning expert.
Reviewing and addressing submissions for code and zoning determination and challenge process at the Technical Affairs level, and at the Borough level as required.
Working with other city agencies on zoning related issue, pilot projects, studies, and to improve their code and zoning interpretation process.
Providing assistance to borough code and zoning determinations and Technical Affairs code and zoning determinations.
Assisting in the drafting and issuance of Buildings Bulletins, Code Notes, Project Guidelines, and other rules, and regulations.
Identifying operational issues and providing recommendations for improving the day-to-day operation.
Coordinating with code and zoning specialists in each borough to ensure uniformity of decision making.
Working with the Borough Management to oversee the processing of objection sheets and initial code and zoning approvals generated by plan examination to ensure validity, accuracy, uniformity and completeness.
Working with technical staff to produce DOB internal training materials for subjects related to the NYC Construction Codes and the NYC Zoning Resolution. Conducting training as required.
Answering correspondence including inquiries from the general public, elected officials, and the press office.
Representing the Department of Buildings at inter-agency and industry meetings as required.

Qualifications
A valid New York State License as a Professional Engineer.
Six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.
