Job Description
The New York City Department of Correction (DOC) is an integral part of the city’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers, and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.
The New York City Department of Correction has a unique opportunity for a Risk Management Specialist to support the agency’s Office of Preparedness and Resilience team. The Risk Management Specialist will report to the Director of Emergency Operations and support and participate in a wide range of complex administrative duties and special projects. The selected candidate's responsibilities will include, but not be limited to, the following:
Assess agency risks, hazards, potential vulnerabilities, and operational gaps to drive
improvement plans and mitigation recommendations.
Conduct business impact analyses (BIAs) / service impact analyses (SIAs) of departmental
essential services, processes, and operations, and identify potential areas of vulnerability.
Perform comprehensive, periodic risk assessments of departmental physical locations,
including Rikers Island and non-Rikers Island locations.
Directly manage and maintain the continuity of operations (COOP) program and associated
contingency planning and preparedness efforts.
Develop and facilitate various table-top exercises (TTXs), staff awareness meetings, and
trainings with stakeholders and units/divisions.
Conduct analyses and issue after-action reports of significant events and develop any potential
improvement plans/recommendations.
Develop and codify new plans and make recommendations on existing emergency plans and
policies as needed.
Independently facilitate meetings and activities with internal and external stakeholders as
needed.
Represent the DOC at interagency and internal emergency management & public safety
meetings, conference calls, field-support, and citywide command centers.
Serve as a DOC representative and liaison for emergency activations at department
emergency operations centers or, if necessary, in the field.
Support special projects as directed by the Assistant Commissioner of Planning and
Preparedness or the Director of Emergency Operations.
Perform additional job-related duties as assigned.
Qualifications
A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
