Job Description
TheDepartment of Technology, Management and Budget (https://youtu.be/H\_IrVnVjcoA) supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems. This position is with the Agency Services area of DTMB.
This position functions as the technical expert for MDHHS (Michigan Department of Health and Human Services) Child Welfare and State Hospitals and associated systems such as the Michigan Statewide Automated Child Welfare Information System (MISACWIS), and the State the Hospitals Electronic Medical Record (EMR) system. These Agency-wide systems have considerable, direct impact on all of MDHHS's Child Welfare and State Hospitals. This position has responsibility for the development and technical direction of the MDHHS Child Welfare and State Hospitals to ensure successful implementation and operation. This position is also responsible for the transition and intermediate processes that are needed to allow all MDHHS Child Welfare applications to run in parallel in production. This includes overseeing the design, development, and implementation of the system as well as the migration of legacy functions to the new environment. The position will develop recommendations for required software tools and the technical architecture for the MDHHS Child Welfare and State Hospital applications consistent with State of Michigan standards and policies. The current MiSACWIS application is an integral part of Child Welfare. This application provides support for workers providing services to abused and neglected children, children placed with MDHHS and their families. MiSACWIS has 30 Interfaces and around 8,000 users split between the State of Michigan and private agency employees. MiSACWIS is a tier 2 application requiring 24/7 support because of the risk presented to the well-being of clients if the application is not available to DHHS services workers. This application will be migrating to a new solution with Salesforce as a foundation. This position will play a key technical role supporting the project team and requires deep Salesforce knowledge and implementation experience. The State Psychiatric Hospital EMR system - EMBRS (Electronic Medical Business Record System) uses a vendor supported systems for the four State-operated MDHHS Behavioral Health hospitals. The myAvatar system manages electronic medical records, medical record billing and accounting, medication administration, and court status information for patients. This position has responsibility for the technical direction of the MDHHS myAvatar systems to ensure successful implementation and operation of any future new modules and integration with MiLOGIN.
SIGNING BONUS:
This position may be eligible for a sign-on bonus up to $2,500. Up to $1,250 to be paid upon new hire and the remainder to be paid after satisfactory completion of the initial probationary period (12-month period). This does not apply to current state employees.
